Observatory Place, a 38-unit residential condominium building, is under construction at 2021 First Avenue at 104th Street in East Harlem.

Gary H. Silver is the architect and developer.

The attractive, 11-story building has a cast stone and red-brick facade and is notable for its "open" framework on several floors defining some terraces. The building is asymmetrical and has several setbacks and numerous balconies.

The building will have a doorman, multipaned windows, a gym on the ninth floor, a landscaped roof on the 11th floor, and bicycle storage.

An article in yesterday's edition of The New York Times by Josh Barbanel entitled "Do-It-Yourself Buildings" indicated that prices for the development will range "from $311,400 for a studio to $1.18 million for a three-bedroom penthouse with a terrace," adding that Mr. Silver and Albert Marengo, a principal in the architectural firm, "show off the balconies and terraces, some with views of the Triborough Bridge."

Mr. Silver's other projects include the interior restoration of 640 Broadway in NoHo, the renovation of 95 Franklin Street in TriBeCa and a new, 7-story, 22-unit residential condominium building at 227 East 111th Street in East Harlem.
