City records show that developer Joseph Galvano has owned 735-739 Ninth Avenue since 1994, and a recent site visit shows that he is taking action on it: Construction is underway on a new eight-story building between West 49th and 50th Streets, a bustling Hell’s Kitchen block with an eclectic selection of restaurants and bars on all sides. A rendering on the site depicts a red building with oversized, metal-framed windows that towers over its neighbors. Bojidar Kadiev is the architect of record.
Permits show that the 12 planned units will start on the second floor, above proposed restaurant and retail space (presumably to replace the retail space that closed to make way for the addition). There will only be two units per floor on floors 2-6; one unit each is planned for the seventh and eighth floors, and the rendering shows private terraces for these apartments. The building will be topped with a roof deck, and is a short walk from the Theater District, Restaurant Row, and the 50th Street subway stop.

It is not clear whether the 12 new units will be condos or rentals, as an offering plan has not been filed yet, if at all. However, what is obvious is that the building is taking shape in a section of Hell’s Kitchen that has attracted developers' attention in recent years. The site is a few blocks down the street from Eight05, a new condominium with an accepted offering plan listing an $18.4 million sellout. This, in turn, is a short walk from the controversial new project taking shape at 821 Ninth Avenue.

On the rental side, leasing recently launched at the nearby ARO from $3,975/month for a studio to a whopping $20,000/momth for a three-bedroom penthouse. Up the street, The Nicole offers only the slightest respite with a one-bedroom for $3,650/month. While this sounds outrageous, this is, alas, fairly typical for a neighborhood with a median rent of $3,723/month (per CityRealty listings).
New York is in dire need of more housing units that people can actually afford to rent (ahem), and none of this new development on Ninth Avenue appears likely to help with that. However, a change is coming a few blocks north: Housing Works and Hudson Cos. have teamed up for a mixed-use building at 806 Ninth Avenue to be designed by CetraRuddy and contain 100 units of affordable and supportive housing, a number of which will be reserved for the formerly homeless. Work has yet to begin on this, not to mention another nearby site to be turned into 160 units of affordable and supportive housing.
