Construction has finally begun on a ground-up condominium planned at 251 West 14th Street in Chelsea. Since we last reported on the project, its site has been expanded and a new design by Brazilian architect Isay Weinfeld with HTO Architect is now in play.
To recap, developer Fine Properties New York acquired the site and additional air rights from B+B Capital in 2016 for $23 million. Previous plans hashed out by ODA Architecture showed a top-heavy, glass-sheathed design where the top three floors would cantilever over its mid-century neighbor at 255 West 14th Street.

Recently, a new rendering has been posted on-site illustrating a more earthy exterior and expanded scope. While the cantilever remains, the rendering shows the development has absorbed the lot next door at 249 West 14th Street. A recent press release from Pizzarotti Group, who is leading construction, confirms the deal. They explain the development will comprise 25 high-end condominiums (up from 11) and a community facility space. The condos will come in one- to four-bedroom configurations, each with top-of-the-line appliances and finishes. Amenities will include a garden with an open terrace, a multifunctional room, and a shared roof deck with unencumbered views of lower Manhattan.
According to city records, Fine Properties New York under the LLC FPNY, closed on the adjacent lot in August 2017 for $7.995 million. The pre-existing building, known as El Carmelo Residence, was a hostel that offered young women an inexpensive place to stay after they moved to the city to work or study. Owned and run by Hermanas Carmelitas Teresas de San Jose, a Spain-based order of the Carmelite Sisters, the organization decided to sell due to dwindling numbers. “Young people don’t want to become sisters or priests,” Sister Fabia Pena told DNAinfo in 2017.
In its newly-expanded form, the project will rub shoulders with Alfa Development's Village Green West at 245 West 14th Street. Its 27 apartments quickly sold out at an average price of over $2,100 per square foot.
The project is Pizzarotti’s third residential venture in the city following a 36-unit condo called Jardim a dozen blocks northwest in West Chelsea and their 65-story condo they are developing with Madison Equities at 45 Broad Street. The project is also Isay Weinfeld's second in the city, who along with Centaur Properties and Greyscale Development Group as sponsors, is wrapping up work on Jardim. This 14th Street endeavor appears to share a similar aesthetic of offset windows and a textural masonry facade softened by plants.
