A design contest seeks talent to give a Midtown district a fresh look; The DOB lowers the boom on Brooklyn architect Scarano

The city has announced a competition for a New York City-based artist or designer to submit design ideas for the spaces in Midtown’s “Bowtie,” the five plazas and smaller spaces on Broadway from 42nd to 47th Streets. The contest winner will be awarded a $15,000 design fee and the winning design will be installed and remain in place until an established architectural firm addresses the area in a long-term reconstruction project to begin in 2012. The deadline to submit proposals is April 16, 2010.

Robert Scarano, one of Brooklyn’s most active residential architects, has been barred from filing building documents–including permit applications and construction plans–with the Department of Buildings. The Department’s Commissioner is also recommending that the agency take steps to revoke Mr. Scarano’s New York State license. The ban follows a hearing in which he was found to have knowingly made false and misleading statements for several of his Brooklyn buildings. Scarano is known for misrepresenting compliance with zoning regulations to gain approval for an oversized building in several instances in the past decade.
